Innovation in El Alto is closely linked to the way surfing is used as a tool for preservation, territorial development and cultural enhancement, in a context of high environmental and heritage demands such as that of Cabo Blanco.
One of the main axes of innovation in the territory lies in the legal protection of the wave, framed within Peruvian wave protection legislation, which establishes a pioneering model for safeguarding the natural resources associated with surfing. This approach places El Alto at the forefront of coastal governance by recognising the wave as a natural, environmental and economic heritage.
The city also seeks to innovate through responsible surfing tourism models, based on a small scale, the integration of the local community and the enhancement of traditional knowledge linked to the sea and artisanal fishing.
